The item for upgrading from LFR to normal difficulty mode is currently missing. It is possible that the LFR bow is just a placeholder and will be removed soon. The upgrade items are meant to prevent frustration and ensure that hunters don't have to farm the bow multiple times. So if you got lucky in normal mode, you can relax and upgrade your legendary weapon afterwards on Heroic and Mythic difficulty. Although the shards are not currently listed in the dungeon journal, they will definitely drop on the final boss Sylvanas Windrunner. It is still unknown what the loot chance of Wraithwisp Sinew and Ethereal Fletching is. Of course, it would be beneficial if the shards become guaranteed loot for players who already own Rae'shalare.
